Rules of entry to the Republic of Belarus in the context of the COVID-19 pandemic

Entering into the territory of the Republic of Belarus through the airport

Foreign nationals and stateless persons (hereinafter – foreigners) who arrived in Belarus through the airport from countries included in the special List of the Ministry of Health are required to stay in self-isolation for 10 days and are not allowed for subsequent crossing the Belarusian border until the expiration of this  period.

Foreigners at the age of 6 and elder, except those who have a permit for permanent or temporary residence in the territory of Belarus, must have a medical document (original or a copy, paper or electronic form are acceptable), confirming a negative laboratory test result for COVID-19 infection.

Such test should be done no later than 3 days before the date of arrival to Belarus by the method of polymerase chain reaction and indicate the last and first name, date and result of laboratory tests (in Russian or English language).

The negative test of those arriving from countries in the above List does not exempt them from the requirement of 10-day self-isolation.

The absence of the above medical document will entail the denying for foreign nationals of entry to the Republic of Belarus.

The above requirements are not to be applied, in particular, for:

persons with diplomatic and service passports;

heads and members of official delegations;

foreigners arriving under the invitation of legal entities registered in Belarus;

crew members of aircraft and international railway transport;

foreigners who have a permit for permanent or temporary residence in the territory of the Republic of Belarus and return to Belarus after business trip abroad;

persons traveling to Belarus upon notification of a serious illness or death of a close relative, spouse, as well as persons accompanying them;

persons transporting stem cells, organs for transplantation;

nationals of the Russian Federation traveling in transit through the territory of the Republic of Belarus to the Russian Federation;

foreigners traveling in transit through the territory of the Republic of Belarus and having documents confirming departure from the Republic of Belarus within 24 hours. Persons who have exceeded the 24-hour transit period are allowed to cross the Belarusian State Border only with a medical document mentioned above.

 

Departure from the territory of the Republic of Belarus

Departure from the territory of the Republic of Belarus is temporarily suspend for foreigners who have a permit for permanent or temporary residence on the territory of the Republic of Belarus, at checkpoints other than the airport (road checkpoints, simplified checkpoints, checkpoints at railway stations, in river ports).

The above requirements are not to be applied, in particular, for:

persons with diplomatic and service passports;

heads and members of official delegations;

crew members of aircraft and international railway transport;

foreigners who have a permit for permanent or temporary residence in the territory of the Republic of Belarus, leaving on a business trip;

persons departing from the Republic of Belarus upon notification of a serious illness or death of a close relative, spouse, as well as persons accompanying them;

persons transporting stem cells, organs for transplantation;

persons and those who accompanying them leaving Belarus to receive medical care — upon presentation of documents (copies) confirming the purpose of this trip;

persons leaving from Belarus in connection with labor activities on the territory of a foreign state — upon presentation of confirming documents;

persons leaving from Belarus to receive education in foreign educational institutions — upon presentation of confirming documents.
